Need or Importance of Staffing in an Organization

Staffing is one of the most essential functions for every organization. In fact, in the absence of a good staffing system no organization can exist for a long duration. Because in every organization all the resources like, money, material, machine etc are utilized properly through man power. Hence it is too important that all the personnel (employees) in organization should appoint at the job according to their ability, talent, aptitude and specializations which can only be possible through a good staffing system. Thus, it is clear that staffing is too important for every organization.

Some important points which shows how staffing is important for every organization:
  •  Maximum and Efficient Utilization of Resources: Staffing plays an important role in maximum and efficient utilization of resources. Because in every organization all the resources like, money, material and machine etc are utilized efficiently through specialized man power and specialized man power can only appoint in an organization through a good staffing system. Thus, we can say that it helps in maximum and efficient utilization of resources. 
  • Reduces Cost of Production: Staffing also plays an important role in reducing cost of production. Because it helps in appointing right person at the right job, at the right, time so that no wastage and mistakes can be made by efficient personnel during the production of products. Hence, it is clear that it assists in reducing cost of production. 
  • For Job Satisfaction- Staffing is an important source for employee’s job satisfaction. Because by means of this system jobs are allocated among the personnel according to their ability, talent, aptitude and specializations which give employees more satisfaction regarding their jobs. As a result of that they give their hundred percent efforts behind their jobs. 
  • For meeting Present and Future Needs of Employees- Staffing is very important for fulfilling present as well as future needs of employees. Because it gives a clear picture to organization that in coming year how much positions will be vacant and new positions will be established. So that organization can fulfill those vacant and new positions by appointing the deserved candidates. Thus, it is clear that staffing fulfills present and future needs of employees in organization.    
  • For maintaining Co-ordination among the Employees- Staffing plays a prominent role in establishing unity and co-ordination among the employees. Because it assigns their jobs according to their ability, talent, aptitude and specializations which makes them involved in their tasks and ensure healthy and co-operative relationship among the employees.

Objectives of Staffing Function in an Organization

Staffing is such function which is performed almost by every organization for the purpose of appointing the right person, at the right job and at the right time. Because we know that man powers are the real assets for every organization. Hence, they should appoint at the right job in order to do a variety of tasks in a well manner.
Some important purposes or objectives of staffing can be described as under:

  • To Determine the source of Recruitment of the Employees: An important purpose of staffing function is to determine the sources of recruitment of the prospective employees to fill up the vacant positions in an organization.
  • To Appoint the Deserved Employees: It is also an essential objective of staffing to appoint the deserved candidates at the right job.
  • To Train the Employees: Training of the employees (if they need) is also an important purpose of staffing to do specific jobs in a well manner. 
  • To Proper Allocation of Jobs: The purpose of staffing is to allocate the jobs among the employees according to their ability, talent, aptitude and specializations. 
  • To Appraisal the Performance of the Employees: It is one of most important purpose of staffing, because to improve the over all performance of the organization, the appraisal of the employees performance is vital.

Difference between Recruitment and Selection

There is great difference between recruitment and selection which can be described as under:-

Where as, Selection is the process of selecting the deserved candidates from the various applications received through recruitment.

Where as, the objective of selection is to select the deserved candidates for the jobs.
Sequence
At first, recruitment is done by the organization for attracting employees to apply applications.
On the other hand, selection is done after the recruitment of the employees by organization to select the deserved candidates.

No. of Employees
There is no limitation regarding the numbers of employee in recruitment. Hence, anyone can apply for recruitment.

But, in selection only the deserved candidates will qualify for the next levels. Hence, there is restriction in number of employees in selection.
Nature
Recruitment is a positive process   because in this process everyone can apply for existing jobs in organization.
On the other hand, selection is a negative process because in this process candidates are rejected and only the deserved candidates can qualify for existing jobs. 

Economy
Recruitment is an economical process for organization as compare to selection.
 On the other hand, selection is an expensive process for organization as compare to recruitment.


Important features or Characteristics of Staffing

  • Staffing is a Goal-oriented Effort: Staffing refers to a goal-oriented effort of organization, because it is matter of fact that in organization an individual cannot able to carry out all activities alone on his shoulders, for achieving the pre-set goals of organization. Thus, organization needs a group of people having with collections of ability by means of staffing process to achieve pre-set goals in well manner. Hence, it is clear that staffing is a goal-oriented effort of organization.
  • Staffing is a Continuous Function: Staffing is the continuous function for every organization either it may be big organization or small organization, because it is not an activity which is concerned with the point of time. It requires to organization for ever, because in every organization man power is an active resource and all other resources, like money, material and machines etc are inactive resources. Thus, to take optimum advantages from these inactive resources efficient man power are needed on time to time through staffing system.
  • Staffing deals with Peoples: Staffing refers to such function of management, which is directly concerned with the growth and development of people. As we know that in organization all personnel are placed at various jobs on the basis of staffing process to deal with other peoples (like customers, third parties etc). Thus, we can that staffing is of the people, for the people and by the people.
  • It is Needed at all Managerial Levels: Staffing is such activity which is needed at all managerial levels of an organization either they may be top levels, middle levels or bottom levels. Because at every levels of organization efficient personnel are needed to do various task in a well mannered. Hence, staffing is needed at all managerial levels.
  • Staffing fulfills the Present and Future Needs: Staffing fulfills not only the present as well as future needs of personnel. In fact, it gives a clear picture to organization that in coming year how much positions will be vacant and new positions will be established. So that organization can fulfill those vacant and new positions by appointing the deserved candidates.

Hence, everything will occur in the right manner. It is universal truth that human resource is one of the greatest parts of every organization, because in any organization all other resources like- money, material, machine etc can be utilized efficiently and effectively by the positive efforts of the human resource. According to A. K. Singh, “Staffing is the process of providing jobs to deserving people, through the function of recruitment, selection and training with-a-view to getting benefits from them, for the achievement of pre-set goals of organization.

According to Theo Heimann, “Staffing is concerned with the placement, growth and development of all those members of the organization whose function is to get the things done through the efforts of other individuals.”  

Difference between training and development

There is great difference between training and development which can be described as under:

Where as, the objective of development is to take optimum benefits from the existing employees.

Duration
Training is provided by organization for doing specific jobs. Hence, its duration is short.
On the other hand, development is a continuous process which is needed every time in organization to motivating the employees.

Scope
The scope of training is narrow as compare to development because it is the part of development of the employees.

 Where as, the scope of development is broader as compare to training.
Relationship


Training is essentially concerned with the present events. It means to solve the existing problems through employees help. 

On the other hand, it is concerned with both present and future events.
Need
Training is needed to enhancing the knowledge, ability, talent and efficiency of the employees for doing specific jobs in a well manner

On the other hand, development is needed for smooth working of organization by the employees.
